Backorders Are Not Automatically Being Created
By far the most common reason this can happen is that the BackOrderPercentage Global Option is set to zero. That effectively turns this feature off.
MODULE: UpdateSalesOrderStatus
PARAM: BackOrderPercentage
DEFAULT VALUE: 10
The default value is 10 (percent) but any value other than zero will enable the feature.
